Pakistan’s Crypto Revolution: Binance & HTX Get Initial Approval - What It Means for the Future (2026)

Pakistan is taking a calculated step into the world of cryptocurrency, and it's a bigger deal than you might think. Bilal Bin Saqib, Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), has clarified that the recent issuance of No-Objection Certificates (NOCs) to global crypto exchanges Binance and HTX isn't a simple green light. Instead, it's the initial phase of a carefully monitored, step-by-step entry strategy. This approach is designed to mitigate risks and ensure a safe environment for both investors and the country's financial system.

This announcement, broadcast on Sunday, follows the initial approval granted on Friday, allowing Binance and HTX to register with regulators, establish local units, and begin preparing for full exchange license applications. This means they can now register on the Anti-Money Laundering (AML) system, set up local operations, and work towards obtaining full licenses.

According to Saqib, this marks a new direction, a "Pakistan-first" approach. The authorities are establishing control in three key areas: combating money laundering and terrorism financing, ensuring transparency of ownership and proper checks, and setting clear timelines for licensing. All platforms must register on the AML system and have direct links to the financial monitoring unit. Without proper disclosures and verification, entry into the country will be denied. Licensing will only be initiated once entities comply with Pakistani law and oversight.

But here's where it gets controversial... Saqib notes that this phased approach isn't unique to Pakistan; leading financial centers worldwide are adopting similar strategies for new industries. The goal is to first control the industry and then scale it. Pakistan is already among the top three countries in crypto adoption, with an estimated 30 to 40 million crypto users, despite the lack of a formal regulatory framework. He raises a critical question: should the state ignore a sector where so many people are actively involved?

He stresses that failing to introduce the right policies could weaken the country and put people at risk. Early regulation, he argues, will attract capital. Pakistan, with its large population, tech-savvy youth, and growing digital adoption, has a unique opportunity. The aim isn't to promote crypto but to regulate it, providing a legal and structured path for its citizens. The goal is to prepare for the future, fostering a generation of builders and global experts rather than mere consumers.

Saqib emphasizes the need for an enabling environment for emerging technologies, attracting global investment through smart regulation. The government is aiming to prepare for the industries of 2025 and 2035. His message to the international community is clear: Pakistan is open for business and welcomes innovation in digital assets, but only from entities that adhere to the country's rules and contribute to the growth of its youth.
