Hegseth stated that the second strike was ordered by Navy Adm. Frank "Mitch" Bradley, head of Special Operations Command, who led the mission. He reiterated this claim at a defense forum hosted by the Ronald Reagan Presidential Library in Simi Valley, California. "In this particular case, it was well within the authorities of Adm. He did acknowledge that he fully supports the strike, stating he would have made the same call. The two survivors were attempting to climb back onto the boat before the second missile struck, according to a source. Sources familiar with the video told CBS News that the survivors were waving before the second strike, which could be interpreted as a call for help or a signal to stop the attack.
Some legal experts have questioned whether the second strike may have constituted a war crime. The September 2 missile strikes were the first in a series of attacks on alleged drug-running boats in the Caribbean and Eastern Pacific. The Pentagon reports that at least 87 people have been killed in 22 vessel strikes. The Trump administration has yet to provide evidence that the vessels were trafficking drugs, only releasing unclassified video of the strikes. Mr. Trump stated he would support the release of all footage of the September 2 strikes, but the Pentagon chief remained noncommittal. During his speech, Hegseth insisted the strikes against the alleged drug-trafficking boats will continue. He stated, "We've been clear, if you're working for a designated terrorist organization, and you bring drugs into this country in a boat, we will find you and we will sink you... We are killing them. We will keep killing them so long as they are poisoning our people with narcotics so lethal they're tantamount to chemical weapons."
